The country can look forward to better designs, either products, packaging, information, promotions, constructions, etc. when the house bill promoting and strengthening Filipino design is passed.
Principal author of the bill, Rep Jorge “Bolet” Banal of the 3rd district of Quezon City said the stiff domestic and global product competition requires that the country seriously give priority importance to the development and growth of what should be a truly Filipino design. He said designs have significant effect on product marketability.
“For Philippine product and industry design to advance towards global competitiveness, the mandate of the Philippine Development and Design Center (PDDC) needs to be reviewed. It has to be strengthened and for this to happen, there must be an empowering charter that would allow both government and private sector to work together,” Banal added
One of the provisions of the bill is on the formulation of the National Design Policy which will promote the design value and profession and protection of intellectual property rights, and catalyzes the country’s competitiveness in the global market. It also provides for creation of networks and establishment of venues where all industries could interact and promote knowledge exchange.
Another feature of the bill is the creation of the Design Advisory Council, a public-private partnership, which shall advise the Design Center in the formulation and implementation of policies that will enhance the level of innovation and creativity of Philippine business and industries.
AGHAM Party-list Rep. Angelo B. Palmones said this bill is long overdue. As communicator and journalist, he recognizes the “power and financial value” of good design.
“Almost all development work starts with design. Good designs are important in the success of business, companies, industries and the country. We seek fast passage of the bill known as ‘Philippine Design Competitiveness Act of 2012’, because this will boost our economic development. More importantly, the bill will be instrumental in promoting the development of design culture among Filipinos,” Palmones said.
